Is there a way to get a report of users with application rights to a certain application or application family? It seems like application rights are only visible directly on a user and nowhere else in the entire system.

That is a great idea. Snow Services create Custom Reports from customer’s requests.
I've looked but not found such a report. It would be nice to have if you've inherited the system and want to understand who has what, or if you have changes to apply and need to see the impact and level of work involved.
Fee-based creation is definitely an option.
With custom reports like this one, and another in discussion SLM - Computer - Identified files - read rights, that a lot of customers would be interested in, it would make sense to not 'reinvent the wheel' for each customer but put these custom reports in a repository where Snow Services could rapidly draw from when requested by a customer. That way customers don't have to wait until the report can be incorporated as out of the box reports. It's also saving labor time and cost in Snow Services and quickly resolving a business need for the customers.
