VDA not covered by Windows with SA?

Is an inventoried computer with a qualifying operating system license covered by Software Assurance for Windows - no Windows VDA license is required.

I have run a test and have created a Windows 10 Enterprise with SA and have assigned it to a computer accessing VMs on the network.

The Device shows correctly in Snow as accessing the VMs (all are VDI) and is detected as matching an inventoried computer with Windows 10 Pro which is a qualifying OS (this inventoried computer has the Windows 10 Enterprise license assigned to it)

But the Device is still asking for a VDA license. Any idea what could have gone wrong?
