Is it possible to measure the actual concurrent use of software, that is how many users are logged in at a certain moment and when they log out? What is the minimum interval that can be reported for simultanious usage?
And if a license server is avalable, is it possible to feed Snow with that information (specially on concurrency)

First off to clarify, the license metric is normally part of your contract, so it is not up to what you prefer to use to license your product.
Based on Installations is one license per installed device (for example 100 installations of MS Project on 100 computers requires 100 licenses).
Based on Concurrent Users is when you have a number of licenses that can be used by a several users. For example, let's say you have 10 licenses of Autodesk Revit, and you have 100 installations of said product, only 10 users can use the product at the same time. This comes in handy when you have a global corporation with users in different time zones,so when the users in North America ends their day, users in Asia can use the same license.
Many times concurrent licensed product comes with a license server to check in/check out licenses.
This means if you have 10 licenses and all are in use when the 11th user tries to launch the product, he/she will be denied to launch the product until someone checks out from the license server.
So again, review your contract before you assign the license metric.
