Windows Server Compliance - manual check

I have a Hyper-V host running 8 Windows Server 2012 R2 VMs on 2 12-core processors.

We use the Windows Server 2019 license model and the "Windows Server Assessment - 2019 licensing" report recommends 60 x 2-core packs i.e. 120 licensable cores.


I was convinced that I actually needed to cover 24 cores for each set of 2 VMs (4 sets in total) i.e. 96 cores.

I ran the compliance calculation again just in case but same results.

When I go to this server in SLM it shows the following:

Is it me going nuts and I do not know how to calculate or am I missing something?

Do I need 96 or 120 cores?
