Does anyone know how to set the custom compare value with an import? I've created a custom compare value "Users" and want to add the number automatically every day. Is this possible?

you can perform an automatic import using the Import Feature of the Web Configurator.
I don't believe you can import custom compare values - but you can import to custom fields. Do note that the import is manual.
Therefore, you could set up a custom field for the Computers/digit category and create a custom compare value with the "use custom field for compliance" checkbox selected - and link this to the custom field you just set up.
Assign this Custom field to a machine/machines that have the application installed and then save.
Then you edit the application to "based on custom compare values" and choose the CCV that you set up.
This will link it up so that it totals up what has been populated in the custom field added to the machines, and then override the application requirement with this number.
You can then import, using the templates available in the import section of snow, via the "update existing computers" import. You just need the column for machine name, and then custom field.
I would ask why you want to set a custom compare value up for users? Have you tried configuring the user metric to get Snow to work out the user requirement automatically?
Custom Compare Value import is available in SMACC Snow Management and Configuration Console on your SLM server.
