How can I add extra admin accounts to access the SMACC?

In the SMACC you can manage user access to the SLM, but where do I manage user access to the SMACC itself? Currently we have only one main admin account but I would like to create a few for each colleague. This way the logging on editing software recognition rules is more beneficial.
