SLM 9.5.1 upgrade - services won't start

Our SLM server updated to SLM 9.5.1 today, but after the upgrade, which shows successful, the Software License and Report Exporter Services will not start. I rebooted the server and tried to manually start the services and they fail. 


I am looking through event logs to see if something is obvious. 


I did log a call with SNOW support, but wanted to run it by this group to see if anyone else experienced this.
