what is the best way to add the CIS Suite to SLM?

I can only speak for SLM 7, but maybe this helps as well. I added CIS using two different approaches for the Datacenter and Standard editions.
With Standard I chose the Number of processor cores license type to allocate CIS Std to a dedicated physical server. So first of all I looked into how many core licenses I need to assign according to MS product terms. Then I split the overall number of core licenses I had at hand and created the respective number of license objects via license import.
With Datacenter I chose the Cluster/Datacenter (processor cores) license type. Similar approach, first I checked for all server clusters that needed to be licensed. Again, I determined the amount of physical cores per cluster that need to be licensed according to MS product terms. Same procedure as above: I split all the core licenses at hand according to the license requirements and created separate license objects for each cluster. Each license object has a dedicated cluster allocated to it. In turn, all VMs with Windows Server OS installed within the allocated cluster are covered by the license object.
Two additional hints: Be sure to count the core licenses available not the SKUs (1 SKU = 2 license entitlements). And in case the amount of physical cores within a cluster or physical server is altered the license object needs to be adjusted as well. For instance, let's imagine you have 100 cores in a Cluster/Datacenter license assigned to your production cluster. The way I see it, if you add a host and the core count increases to 120 the whole cluster becomes inclompliant CIS-wise if the core license count is not adjusted.
