You are correct. Patches are not an application in itself and they normally do not require a license. Therefore they are not interesting for a license management tool.
For them to be transferred into SLM they will need to have a SRS identification rule. To create a rule for every patch supplied is a rather large job and currently not part of the commitment.
You could create a local rule in your environment for any file you find interesting and want to track. You might just be interested in some specific patch. Then the job will be a lot easier than if you plan to track all the patches.
If you have a windows updating server you should be able to see there what patches has been installed in your environment.
If you want Snow to keep track of patches or create a SIM plugin for windows update you can generate a feature request for this.
